[Oversight] 3.0.2: Animancy Cat doesn't raise PEN for summons in some cases

I noticed that despite its description Animancy Cat (the Backer Super Pet) doesn't influence PEN on summons that are wearing weapons. Best example is Essential Phantom (the Wizard spell). I suspect (but didn't test) that Chanter's Skeletons will also suffer from this since they are using swords.
