I made a drug-monk/streetfighter. Wanted to engage in dual-wielded blunderbuss antics w/ "powder burns" active. 

 

I've found the following:

1 blunderbuss: triggers powder burns/streetfighter recovery

Dual blunderbuss: does not trigger

 

Is this intended? Kinda bummed.

That's strange - I'm testing a cipher/streetfighter right now and it works fine. Is it possible that you had some kind of immunity/resistance to perception afflictions active when you tested dual wield?

Which drugs are you using? One of the them provides immunity.

 

Also, how did you configure party AI? Another member may be casting something getting rid of the status.

Check if you have an item, potion or drug that provides immunity to Flanking or Distracted.
