Refunding Empower Points

Are there any other items that refund Empower points like Sasha's Singing Scimitar?

Nope. None that I know of.

Looking through the data files, it looks like the only other player accessible status effect that can add an Empower Point is a Wild Mind event. Unless you manage to add the Devious Shift ability to one of your characters.
