What choice for PoE1 lets me acquire the broken Whispers of Yenwood in Deadfire?

I think you just have to have it in your inventory in PoE1 when importing clear data to PoE2. It's somewhere in Caed Nua (not the Endless Paths).

Does that mean you cannot get it unless you import a save, as opposed to creating a custom gamestate?

I think whispers of yenwood fragments should be in there no matter what, did you check captains quaters in your starting sloop? Since thats where fragments spawns, not in your inventory.

You always have the Yenwood fragments, the only one that isn't always there in your cabin is the Blade of the Endless Paths, and you can set that when setting up a game state for new games in the options.
