Do Conjured Weapons Effectively Become Legendary?

Hey guys, 

 

So, I know Conjured weapons scale with character level, gaining additional accuracy, penetration, and so on as you advance. My question is whether or not these weapons effectively become replacements for Fine, Exceptional, Superb, and Legendary quality weapons? Do they gain the same accuracy, damage, and penetration bonuses of a Legendary weapon when you hit level 20?
