Check your windows features list, you can tick legacy versions on and off there, that might require updates enabled. .Net is also an offline installer downloadable from Microsoft, so no, yes, maybe ?

Are you trying to install a redistributable that is part of an installer ?

 

Check windows feature list to see what is enabled.
