Do i have to start a new game to play them or can i use my allready max leveld character? I don't know how that was in PoE 1, because i started playing, as the two DLC's were allready released.

In PoE 1 expansions were middle game. Many people assumed that the expansions continued the story and were disappointed. It was possible to load your "almost final" save and go play the White Marches though.

 

I think the planned DLCs will be just additional content to the main game in Deadfire. More islands or dungeons probably. Since they are now called DLCs, hopefully less people will assume they are a continuation of the story.

You can just load you pre-ending game save and go do the DLC content.
