In my game, I received a letter from Queen Onekaza asking to talk to me before I completed "The Last Sanctuary" which is a Huana faction quest you receive from her brother, Prince Aruihi. You are clearly not supposed to be able to talk to Queen Onekaza before receiving her letter of summons, so I assume it has something to do with your reputation with the Huana faction?

 

When I spoke to Queen Onekaza and she gave me the "Shadow under Neketaka" quest, she mentioned Motare o Kozi (the island from "The Last Sanctuary" as if I had already completed that quest, which leads me to believe you should NOT be able to gain an audience with her until you have completed it.

 

I then went and completed "The Last Sanctuary" and then spoke to Prince Aruihi, and he mentioned that I take orders from his sister now and I had to dig through the dialogue trees to turn in "The Last Sanctuary." The progression here seems to be bugged.
