I also have the same problem. Dealt with the Crookspur by killing the Slavers before getting to Ruasare. Now she only says "Come no closer Outsider". I thought that returning to Onekaza will close the quest properly, but - to my surprise - instead the Queen repeated the dialogue lines from our first meeting (as if I've never seen her before)
