Well I have never been to Russia myself but I have had Russian girlfriend and I live in Finland Europe. From my country you can easily travel to St Petersburg with for example
train from Helsinki to there but you need also a VISA and passport is not enough.
I have been in Kiev Ukraine and Tallina Estonia and I do know lot a but Russian culture.
Here are things to remember;
1. There is crime but if you don't act totally careless you should be safe. Russia is still more dangerous then Finland, but so is also USA.
As a general rule you can **** Russian women, but don't try to annoy the mob in Russia and police is very
corrupted. I get along fine with Russians, but I don't try to play some dumb moral "hero". Many Russians are nationalistic and proud of Russia
so don't go there and say Russia sucks and USA rocks.
How about getting wife from Russia? Well here is the thing. Russia is not a poor developing country. You have bigger chance if you can speak Russian language. You really to have be RICH if you wanna impress Russians with money only. Russian women wanting sex? Very much, but language barrier is usually the biggest problem.
Many Russian women like to live in Russia and moving to USA is not so lucrative unless you are charming candidate or RICH.

5. Many Russians are slightly racist at least so I have heard it means also that if you are not white Caucasian they might stare at you.
6. Be wary of scammers and business proposals. I was approached by scammers in Kiev Ukraine, but said no to them.
7. Yes there are great sights for tourists to see.
8. If you go to some place and you don't see the prices always ask the price before you order drinks.
9. Immigrant policy? There are not many immigrants at all really in Russia because most of they don't dare to go there and specially not stay
there and it is actually very capitalistic system. This means if you are not white Caucasian as I am people might stare at you however in big
cities I guess they are used to tourists.
10. Russians like modern music, but electronic , club, hip hop, disco trance etc. is favored over rock at least the majority taste.
Overall why I have never gone to Russia is the annoying VISA thing and language barrier combined. I don't need a VISA to Estonia or Ukraine. Getting VISA is not that hard, but it costs extra money.

Well well politics. I am from Finland Europe. Me what am I? I guess you could say capitalist since I am landlord (but I am not filthy rich not bragging here).
In addition I am not so much for open immigrant polictics my political party is True FInns and they are against immigrants.

My laptop has more powerful CPU Intel-Core-i5-7300HQ then your desktop Intel-Pentium-G4560 and crystal
clear more powerful graphic card then your very old graphic card. Your CPU has 2 cores+2 extra threads due tohyperthreading. My CPU has 4 physical cores and it runs at 3.5Ghz.
You have cheap CPU and outdated graphic card.
We both have 8GB RAM.
In addition Nvidia 1000 series is not tuned down for laptops like 900 series is.
GPUBOSS has the problem they don't update scores for very old hardware like Nvidia 450 GTS.
It is crystal clear difference between my Nvidia 1050 Ti 4GB DDR5 and your Nvidia 450 GTS 1 GB DDR5.
Even the recommended graphic card has at least 1,2 GB DDR5 and I wonder if this game
might sometimes require more DDR5 memory in a few huge battles.
Interesting my budget laptop is clearly more powerful then your desktop.
I would guess though that your CPU or amount of RAM is not the problem. It is your
Nvidia 450 GTS 1GB DDR5. However a very powerful CPU can boost graphic card slightly and my CPUis more powerful then yours for sure and not like 1-2% more like 15%+.
Well in none tech saying your CPU is cheap version that has little power to boost a graphic card and your graphic card is outdated and in modern gaming 1GB DDR5 is very little. -

Ah ok noticed that problem solved for you, but if the problem returns you can try my instructions and they may help others.
Finally instead of complete Windows reinstall sometimes you can try also Windows SYSTEM RESTORE google it on Internet if you don't know how to do it.
Complete reinstall of Windows if of course one way to solve problems not saying it is wrong to do so whatever suits your needs.

1. You can try update graphiccard driver if you have not done that already. You
can also try update audio and input/output motherboard drivers.
2. You can try enable/disable Vsync if it makes any difference.
3. Even with 16 GB RAM you can try do not have any Interent browser open that take RAM and do not have FRAPS enabled.
4. Disable Hamachi if you have that installed.
5. Use MSI afterburner and cap your framerate to much lower then 60 fps maybe it runs
more smoothly.
6. Core balancing I don't know how this is done but google.

Your graphiccard is weak if you want to know the truth. In addition this game is not first person shooter where you need at least 60+ frames.

Nvidia 1050 TI 4GB DDR5 and the game runs great at FULL HD resolution max graphics!
