Multiplier for barbarian bloodied ability reduced from 1.25 to 1.0 in latest patch? A bug?

Barbarian Blooded bug in patch 1.4? Damage multiplier was changed from 1.25 to 1.0 = no damage increase?

I fixed my issue. I had recently upgraded my graphics card to a tri-x R9 280x 4gb and had not installed the drivers for it. I did not realize there was a problem because all of the basics worked youtube videos and things like that. Without the drivers the game crashed on launch without saying why. With drivers installed it works fine. I think I may have the same problem as you but I am not sure. How do you install (repair) vcredlist. When I check the redistributable folder of PoE i see it is already there.
