Can't move anywhere/target ground in Deadlight Dungeons

All parts of the deadlight dungeons are marked as inaccessible(crossed out cricle) in the deadlight dungeons. Tried going in through the window, and viathe front entrance. Same bug. Can't target the ground with throwables or spells either.

I still can't complete any quests that involve the Fort Deadlight Dungeon. Any ideas??
