Just to be sure: do mayor Eder and NM Eder have different quests?

As is the case with many people, my current Eder is bugged, should be mayor but has NM medallion, and his quest (looking for some old acquaintance) also seems to have to do with his time with the group. I'm considering abandoning this PT and wait for a couple of (or more) patches (RIP my 20+ hours though). So, without spoiling too much of anything, can someone let me know if mayor Eder has a different quest from Night Market Eder? Just a yes or no answer will do. Thanks!

 

I'd assume probably not, but I would assume he is supposed to have different dispositions/biases than the Night Market one
