Explosives don't make enemies aggressive

When I shoot a barrel and hurt or kill enemies, neither the hurt ones nor the surrounding enemies get aggressive. Is that intended?

Plus: I think it's very stupid of them to get near the barrel that will explode. Shouldn't they flee in panic?
