I think you can buy them in Splintered Reef? Unlike first Pillars of Eternity, there aren't many vithracks in deadfire except for like two three inviduals

There is a couple of Vithracks you can murder, including one ship captain and a merchant in the Black market in Nekewara.

 

Also you can just buy the brains in the tavern in Splintered Reef.

In the Nakataka district with Watershaper Guild - there is a herbalist store with a lot of enchanting stuff, in left-lower corner. I found a brain there.
