I used Eternal Devotion with 2 blunderbusses.

 

I made a shot, stopped with a key, then used it again and got a full attack without reloading the used gun. Moreover, I need to reload only one gun for further full attacks.

 

ALSO

I don't know if it is intended, but Powder Burns procs with successful Swift Flurry. I would not say it is game-breaking, just want to be sure it is as designed and I am not exploiting a glitch.
