I killed the guards, rang the bell, and the ship was stolen by the guys from the forge.. but benweth won't leave his room at the top. Am I doing something wrong?

Ha, I had the same issue kept ringing the last bell and standing there like a fool. I final got tired of waiting and just kicked his door in and killed him.
