Xoti's sickle

Have you guys been able to upgrade Xoti's sickle? I have all the ingredients and the cash necessary to add the Urgent Harvest upgrade, but it is still greyed out. Is there a level requirement or some other sort of prerequisite for that upgrade?

I am also having this issue. 

Want to know if it is a bug or something else

Figured it out. The other upgrade right above it (forgot the name) is actually a prerequisite. Do that one first, and you can get Urgent Harvest.
