[Auto-Pause] Random city commoners constantly triggering auto-pause for Spell Cast: Haymaker

Question

I play with heavy auto-pause settings, and one of them is being both a bane of me and a really needed option. I entered the first settlement in playthrough, and I can barely traverse it with Spell Cast auto-pause option on. This screenshot speaks well of it all: https://i.imgur.com/0upBZLU.jpg

 

Can the modals get removed from triggering Spell Cast, or be moved to separate pool? They are instants, so you need less tracking over these.
