Recovery-time on weapon-switch

Does anyone know what the recovery-times on a weapon-switch is?
How about if I'm a Black Jacket Fighter? (Edit: I found out  that the penalty-reduction of the black jacket is 1 sec)

I suppose it is 2,5 seconds.

In that video a Black Jacket switches instantly.

2.5 sec base, -1 from BJ, - 1.5 from passive as i know.

Never tested this.

I can confirm that you can get it to 0% with black jacket and quick switch.
