I know Obsidian is based in California so how is this going to work?

7 PM GMT+1 on steam. If you check the store page you'll see how many hours are left(round upwards). No idea about GoG.

Steam almost always release games at 7PM GMT+1 regardless of the location of the dev/publisher.
