I'm running PACG: Runelords on my iPhone. 

 

I've previously been able to complete quests on legendary difficulty and have received the offered card rewards just fine, but when I completed the book 3 quests on legendary difficulty (ending with barl breakbones), the bow did not drop! It wasn't given to a character, it didn't appear in my stash, and it isn't in unclaimed items. What happened? Nothing odd happened in the final scenario: no one died, and I ran a 3-person party: shadow merisiel, frostfire seoni, and the variant kyra (I forget what she's called). On the quest selection screen, all scenarios have three checkmarks, and it says "completed" at the bottom--but I never received the bow! And I spent a lot of time doing quests JUST to receive that bow!  Is there any way to unlock it for me?

Legendary reward cards are only immediately granted for the DLC. The non-DLC cards are merely unlocked for finding during exploration (I recommend turning off the Loot Cards in Story Mode option if you want the best chance of finding these). The devs have talked about doing everything the same way at some point, but for now the processes are different.
