Knockdown combo/Inspired Beacon ever worked?

The +% damage of these two abilities, do they ever worked in the beta? I remember they never worked before so never test their potentials.

 

And the description of Knockdown Combo says it will greatly improve the next attack damage, but acutally it last 10 second, so a bit confusing.
