I can't figure out how to customize the starting deck when I create a new character. There is a deck icon when I select the character but it seems to be a view-only interaction.

After you create a party (when you're at the world map), but before you attempt your first scenario, you should be able to tap the deck management icon in the bottom right to customize the starting deck for new characters.

 

You'll be limited to B-deck Basic cards, but you should have the ability to swap around some cards as would be allowed per the tabletop rules.

Thanks for answering.

I am on the Android version. I hit Start, select Rise of the Runelords, create a new party with 1 new character, and entered the world map.

I clicked on the Manage Deck button on the bottom *left*, which takes me to the standard Deck Management screen, where I have access to only the cards in my deck and the cards in my Stash. I don't see anywhere where I can access the complete set of Basic cards.

Erf.  Might be a little bit glitchy, but I just checked that it works fine with a new party.

 

1. Start a new party and get to the overworld.  Tap the Deck Management icon:

2. Since it is a fresh character you should see the Collection Tab visible at the bottom.  Tap it.

3. Ok, looks like there's a display glitch.  When you tap on the Collection Tab, nothing initially happens.  Though, after you do that, tap on any of the card types at the top, and then the bottom window will populate with the available cards.
