Actual conditions :

 

1. Barbarian Corpse Eater Single class

2. Frenzy.

3. UI show +25 % recovery. (+25 = malus, it is normally a bonus, so more -25 recovery speed)

Dexterity : 11 = -3 % = ok.

Heavy armor : +50 % = ok.

 

Like this for all abilities of barbarian when frenzied.

 

EDIT : After many test, same for base class and others subclasses

I believe it is a typo error not a speed of action error. ie it shows a +25% but it applies the correct -25%. 

 

The base time is 3 and 3x 1.22 ( 1 +0.5-0.25-0.03) = 3.66 seconds rounds to 3.7 so it checks.
