Easy test is to use the Ally card Ilsoari Gandethus. If you play that card at the beginning a turn, he will be the top card of the deck after he's shuffled back in. Also traps. If you fail them and shuffle them back into the Exploration deck, they will be on top again at the next turn.

If you fail them and shuffle them back into the Exploration deck, they will be on top again at the next turn. Ilsolari sounds like he could be behaving normally. His text reads: "reveal this card and put it on top of your deck". Every time you play him for his power, he becomes the next card your character will draw. Unless you are trying to say that you play him, shuffle your deck for some other reason, and he's reliably always on top, that might not be a bug. As far as other potentially bugged shuffles go, the community has been chasing that rumor around for the better part of a year now. Some people swear a thing happens every time, others attest that shuffles always seem to be behaving normally. There's never really been a consensus in what way that shuffles might be broken.
