Occluding Field not working properly?

I think this is a bug: 6-4 Normal, Tontelizi solo, meets Occluding Field in Throne Room with one other location open. Defeats Field by succeeding at Constitution check. I think defeating it this way should move the Field to the other location, but instead it is banished.

Configure browser push notifications
