I've tried to buy the Pathfinder Rise of the Runelords unsuccessfully for a week or two. Is this a know problem?

Are you referring to the iOS version? If so, then , yes, there MAY be a problem. Obsidian hasn't figured out how to make all of their content available properly on the iOS platform. They aren't speaking to their customers about it, and the bug for purchasing The Goblins DLC is over 3 weeks old, so my guess is generating income is not a high priority for them. But, again, the known issue is for Rise of the Goblins. I already own Runelords, so Unfortunately I can't go back and check the main game for you. But if one has issues, the other might too....
