Masked Attacker on Telos

I have recently started another play through of kotor 2 and as I was about to leave Telos I encountered a masked Duros named "Masked Attacker" and have never encountered or noticed him before. I'm wondering if he has any relevance later on throughout the game or if he is related to any quests? Or that maybe hes just a random element of unfinished content considering he had a lot more to say than the average thug and stood out with that mask.

I am aware of that just wondering if he has any other purpose besides another random encounter to help keep Telos interesting?
