Apprentice's Sneak Attack doesn't actually say it requires sneak attack conditions

And doesn't explain what those conditions are. It simply says it increases your ranged and melee damage by 15%.

The description says you take "advantage of opponents when they are at their most vulnerable," but this could easily be interpreted as flavor text.
