When I try to use an Archer for its combat ability (add 1d4 to a ranged attack) it replaces Lem's dexterity dice (1d8) with 1d4.  This makes it frustrating to use and I have had to remove Archer's from his deck since it effects the combat dice pool so much.  Has anyone else seen or experienced this?

This sort of thing has been happening a bunch lately.  

 

Next time it occurs, check the top-middle of the screen, tap on "Combat" and verify that it is using Dexterity instead of trying to make a "Ranged" check (a skill that Lem does not have).  The game should pick the most advantageous roll for you, but recently there have been a lot of cases of the game inadvertently choosing a worse roll for you to attempt.

 

And regarding your scenario, that exact question came up a few years back, and the game developer agrees with your interpretation of how things should work.

Thanks, that makes things a lot more clear.  I will check the next time he uses an Archer.

I think that it's related to the fix for the Blessing of Gorum that came out in 1.1.4.3(?). They fixed that, but seem to have introduced something else (as we see so often).
