Carrionstorm failed to return to top of deck when undefeated due to scenario power

Question

Jorgenfist (AD4-2) Heroic, Encountered a Carrionstorm and won the combat check. Due to scenario power, rolled a 1d6 and got a 1, so it was "undefeated". It did not return to the top of the deck, instead it was shuffled in(like a regular monster)
