I think it's only an issue with Lem, but I'm not sure - I didn't think to check - but when I check Lem's discard before using his Efficiency(?) the Close cross/button doesn't have any effect, I have to close it by clicking anywhere outside the Discard overlay.
(always good to report a bug from one's first play on a new patch! )
