I'm playing story mode, scenario 3-1, on an iPhone 6s. Party is Harsk, Amiri, Lini, Seoni, Seelah, Ezren, in that order.

 

Harsk had the Emerald Codex and drew a Consecration for one of the three spells. I had 4 turns left so I waited to use it until the last possible moment, so he could draw up more blessings to use. 4 turns later on Seelah's turn after her explore, I went to Harsk's Emerald Codex section and found Consecration unselectable. Strength next to it is castable so it's not a problem with the EC section.

 

With a perfectly viable Consecration in my sight and two blessings ready to use with it on Harsk, I will now lose the scenario because I can't use it.
