[1.1.3] Turtleback Ferry Location Ability Doesn't Work Without Exploration

In the "Here Comes The Flood" scenario (may be other places, but this is the only one I've had the condition occur", if Turtleback Ferry is empty but not closed, and a character moves here, there is no exploration, and they cannot use the location ability at the end of the turn to move again.

Permadeath: OFF
Mode: Story
Difficulty: Legendary
Location: Turtleback Ferry

Try pressing the garbage can rather than the double arrows.  It should give you the option to utilize the location power.
