If I enchant something to 'fine'.....later on when im able can I build upon that enchantment to 'exceptional'or do I need to start all the way over on a new object?

Yes, you'll be able to Enchant to exceptional.

 

You'll essentially lose the ingredients that you used to enchant the weapon to fine though. This is generally only a consideration however when enchanting to superb/legendary.

 

In terms of space, the cost of enchantments of the same type out of the weapon's total enchantment capacity are inclusive. So, for instance, if you enchant something as fine (2 points) and then subsequently enchant it as exceptional (4 points), you'll only use 4 points out of the weapon's total capacity.

 

Enchantments are permanent as well - there's no way of getting your ingredients back etc ...

As an addendum: replacing enchantments only works for the quality ones. With Lash and Slaying enchantments, once you've put one on a weapon you're stuck with it, can't change it to something else.
