merisiel magic recharge ability

Anyone know the best way to use this ability? I got it but I didn't increase her Ch at all. I basically use the crown and skin armor for all her Ch check.

Not accounting for Treasure Cards, it's mostly useful for using wands. With Luckstones being a side benefit.
