So, I am playing a 6 person team on an android phone, and had the team in the following order

 

Kyra

Seoni

Valeros

Lem

Sajan

Seelah

 

Anyway, I used Seoni's Arcane Blast power, which, quoting the power "counts as playing a spell" and has the Arcane trait.  Therefore, I believe I should be able to draw a card, (since the 'at this location' power states " If you play a spell that has the Arcane trait, you may immediately draw a card").

 

However, i was not able to draw a card.
