The card says nothing about recharging (except the "if the same card is on top of the blessings discard pile" stuff) but if you try to use it on a boon that has the Animal trait, it will allow you to recharge it (but only if you're encountering the card)

You can use the 'Mark Solved' button beneath a post that answers your topic or confirms it's not a bug.
The time that devs don't have to spend on the forum is a time they can spend on fixing the game.
