I have finally started a new game, and found that in the voice selection step of the character creation the playback volume is much to low. My sound volume was set to 100, but the example voices were like 5. Next to the background music they were only hearable if i concentrate on them, but it was far from understandable.
In game, the character voices were normal loud and clearly hearable.

@Aarik No, no savefile, its in the character creation process
