[BUG?] Councelhaut's Parasitic Staff procs blast and fires ranged missile

Councelhaut's Parasitic Staff (lvl 1 mage spell) is supposed to be a melee weapon but now does reduced damage, fires a missile (ranged weapon, basically) and procs the "blast" talent that gives wands AoE damage.

 

This is a bug, right?
