Can anyone tell me for what party level White March 2 is basically designed?

 

Everyone said White March 1 is designed for level 7-10 party but there was a certain reptile beast there who moped the floor with my level 10 party........:(

 

So now I am wondering about White March 2? When does the quest line takes place, does it meant to be before the end of the main story quest and at what level should I go there to find it challenging but not impossible?
