[v3.00.929 PX1 Steam] Survival accuracy vs [race] bonus level II does not give more benefits than level I

Survival skill gives bonuses on resting. However, the upgraded resting bonuses vs. race x (e.g. beast, vessel, kith) of level II do not give more accuracy than level I. It still only gives 10 percent according to the tooltip and the icons by the character. I was expecting it to give at least 15%, or maybe 10% accuracy plus extra damage.
