Game freeze while switching between portraits in character creation

Hello, i have a weird problem. Everytime i want to pick a portrait for my new character i have to wait ~30sec to switch form one to the next portrait. Ingame i have an simillar problem, if i switch from a partymember to my main character i have to wait ~15sec for response.

I already reinstalled the game several times and patched it up, problem still exists. Does this have something to do with RAM and paging files because i changed recently some of my settings for example the paging files , i have 8Gig of RAM and no paging files. I've allocated 1,5x of my RAM as paging files on my HDD but problem still exists.
