All CMS's are frameworks, but not all frameworks are CMS's.

Framework is a general term. A CMS is a particular type of framework, designed for managing content, usually web content. There are other types of frameworks for many other purposes.

I have a project. It's a tabletop RPG. It's free. It's a work in progress. Find it here: www.brikoleur.com
