You can click in the area where the button is supposed to be to interact with the window. It doesn't happen 100% of the time, but I don't think it's an exaggeration to say that it's at least 80% (i.e. sometimes the buttons are there, most times they aren't). I'm attaching a variety of screenshots to show that this is not limited to a specific function, as well as my dxdiag info.
