Since 10/31/15, experienced the following problems with main PC cipher abilities

-Focus appears capped at 22. Was once in the 40's. No longer enough Focus to activate level IV abilities

-Most cipher abilities can be activated (to start the crosshair UI) but targets are not identified as valid targets (can't actually set off the ability). This affects Mind Blades, Soul Ignition, etc).

-Unlike most cipher abilities, Mind Wave will actually target an enemy, but once activated, it no longer knocks down enemies in the cone
