"Clandestine Cargo" Nans is not where she belongs

In the Quest Clandestine Cargo i can not find Nans. 

The walkthrough says that she blongs to the Brackenbury Sabitarium.

But at my game the room is empty. (See the link below)

So it is a bug or she just appear at a later time? Like this i can`t finish the quest but i would like to )
Someone else had the same problem, or better now a solution?

I took a look at your save file and it looks like you forgot to complete a step in the quest. You need to return to Imatl with the pieces, then he'll tell you about Nans. So she will appear after that!

But than at least it is a german translation bug because my questlook says that i have to return to Nans not to Imatel.
