What requirement am I missing in Grieving Mothers' dialogue?

What's the requirement for the first option?

A minimum attribute, for example. Do you play with game options that show those requirements?

Yes, I do. That's why the [Cipher] requirement is shown, I assume. I know -what- a requirement is, I'm wondering what this specific one is, since it doesn't specify.

Interesting. I just checked my save and the line doesn't have any attribute or reputation requirement listed, even with the option to see those checked off in the menu.

 

The line is "I've never been able to do that with a living person... except with you."

 

My best guess is the requirement is not being a cipher yourself?

Yep, the dialogue files say that line is for non-Ciphers.
