In my game (steam version), Imatl is not showing up anywhere in Ondra's Gift. Am I missing something? I've found all the sceptre parts, but I would like to start the quest )

Imatl is located on the on the docks right in front of the Vailian Trading Company. If he is not there, please upload a save file along with an output/player log via dropbox and post the link here.
